Integrated assessment of operations management and transport and warehousing logistics of postal and logistics operators in ensuring trade

The article examines the relationship between operations management and transport and warehousing logistics in the activities of postal and logistics operators as important entities in ensuring trade resilience and continuity. The necessity for a comprehensive assessment of not only achieved operational results, but also the actually established logistics infrastructure and its development prospects is substantiated. The purpose of the study is to develop and test a methodology for the integrated assessment of operations management and transport and warehousing logistics of postal and logistics operators, and to identify on this basis the types of operational and logistics adaptation and their impact on ensuring trade continuity. The methodological approach involves calculating the Operational Performance Index and the Logistics Infrastructure Development Index, with subsequent positioning of enterprises in a strategic positioning matrix. The study was conducted on the materials of Nova Poshta LLC, Ukrposhta JSC, and Meest Express LLC for 2021–2025. The dynamics of operational performance were determined, the scale and technological level of their transport and warehousing infrastructure were evaluated, and the strategic positioning of the operators was carried out. Based on the results of the study, three types of operational and logistics adaptation were identified: network-scale leadership, technology-intensive performance, and infrastructure transition. It was established that current operational performance and infrastructure capacity are interrelated, but not identical characteristics. The practical significance of the results lies in the possibility of using the proposed methodology for comparative assessment of postal and logistics operators, determining strategic priorities for the development of their transport and warehousing infrastructure, and substantiating managerial decisions aimed at enhancing trade resilience and continuity.
