The article develops a method for evaluating the performance of road transport vehicle (RTV) drivers in carrier organizations and logistics providers, taking into account the variability of performance outcomes under conditions of risk and uncertainty. The theoretical foundation of the study is the concept of statistical thinking and the provisions of Deming’s management theory regarding the distinction between random and non-random variability of process outcomes. The expediency of abandoning deterministic normative values of personnel performance indicators is substantiated, and an approach to their interpretation based on statistical characteristics and control limits is proposed. The paper constructs a structural model for forming a system of indicators for evaluating RTV drivers’ performance that accounts for the heterogeneity of transportation conditions across different trip types. An approach to identifying and quantitatively measuring evaluation indicators is proposed based on the relative number of driver errors in specific types of transport operations using Shewhart control charts. Recommendations are developed for interpreting the obtained results from the standpoint of managing random and non-random variability, as well as for forming individual learning and development trajectories for personnel. The practical application of the proposed method creates prerequisites for improving the effectiveness and efficiency of managerial decision-making in logistics personnel management, ensures more substantiated motivation of RTV drivers, and promotes the dissemination of positive management practices in organizations providing freight transport services.
