Justification of the development of the organization's administrative management system as an essential condition for increasing the efficiency of public administration

The results of the study substantiate conceptual and practical approaches to the development of the administrative management system of the organization using the example of interaction between state institutions, local governments and municipal enterprises. A number of systemic problems of the functioning of state institutions and municipal enterprises and specific challenges that local governments, which are responsible for the implementation of a significant part of public services, often face are identified. The article shows that these factors reduce the effectiveness of managerial decision-making and impede a rapid response to community problems.
Functional and organizational challenges that determine the need for the transformation of administrative management are analyzed: fragmentation of processes, low level of coordination, limited transparency, lack of a single information base and a deficit of competencies in the field of digital management.
A development model is proposed that combines process management methods, a risk-based approach and information and digital solutions (ERP, BPM, RPA, data analytics, GIS, open data). It is determined that in modern theory and practice, in the context of increasing requirements for transparency, accountability and efficiency of public administration and local self-government, a modern organization requires a holistic approach to building administrative management.
Research has proven that municipal organizations that provide services to the population are especially dependent on quality management, because their activities directly affect the level of everyday comfort of residents. At the same time, digitalization opens up new opportunities, but also creates risks - from cybersecurity to unequal access to services.
Areas for improving the regulatory and organizational field, human resources and information infrastructure, as well as criteria for assessing the effectiveness of transformation, are considered. Practical recommendations are aimed at state institutions, local governments and municipal organizations seeking to increase the efficiency, transparency and quality of management decisions through integrated administrative management with a digital component.
